Not every installation has this, although code usually requires them at least to run to near the floor. Where things sometimes get weird though is when somebody hard-plumbed a drain line through a wall and then a shorter water heater is installed. By rights, the plumber or handyman should replumb to make sure the line goes down and out, but we've seen plenty where they go up and out, or even up and down and up and out. This is bad because if the valve opens, water will pool in the line and may not be pushed out in an emergency quickly enough. Then the water heater explodes.
