Earthquake straps prevent water heaters from falling over and ripping loose gas lines during an earthquake. Much of the danger from a quake is not the earth moving, but subsequent fires. Using them has been code in California for decades, but it's still possible to find heaters that don't have them.

This one is in a neighbor's garage. It's best to have heavy steel straps top and bottom, with blocking behind the tank if there is any space between it and the wall, and the straps lagged into wall studs.
