Behavioral waste is water that runs down the drain and is wasted because of human habits. The person who turns on the shower and then goes and does something else for five minutes while waiting for hot water to arrive is engaging in behavioral waste. The hot water will probably get there in a minute or two, but the person doesn't want to stand there waiting for that. All the hot water that runs between the time the person leaves and comes back is wasted.
