How necessary are trays for under the water heater?

That depends on how much damage might be caused if the water heater starts leaking. A drain pan has a drain outlet that should be piped to a drain or outside.

If, when a water heater starts to break, a slow leak develops, the pan can prevent water damage. If the whole bottom drops out of the tan, though, the volume will still overwhelm the pan.

We like to see the drain pan outlets piped to a place where a person might notice water running out of them to give a heads up that there’s a problem.
