New lower element and control board – still saying check lower element – HELP

I’ve got a Whirlpool electric water heater and the water starting going cold. Went down and the green light was blinking saying to check lower element. Had no continuity so I put in a new one. Swapped out control board for good measure. It started throwing the code for check upper element but still produced hot water. Now, a week later, it’s saying check lower element again! Tested the continuity and it’s right around 14. Now we’re getting luke warm water at best. What else could even be wrong??

Maybe a defective control board.
A drop in voltage can cause error codes.
Call whirlpool for tech support.
Convert to regular water heater by replacing thermistors/ or electronic thermostat, with regular mechanical thermostats.
