Hello: The trick is getting it dry. If it can be drained and flushed so sediment isn’t holding water around that lower tank weld, then the tank can be isolated and vented top and bottom to let it dry. It would need to stay vented also. If it can’t be dried, keeping it full of water with a working anode will protect it better. I might crack open shut-off valves to it to let a little water trickle through as water is used in the house, so ugly things don’t get too lively in the tank 😯
