Hello: You changed both the relief valve and reducer, so both likely work correctly now. Water has to go somewhere as it expands on heating, so regardless of the history, an expansion tank sounds like the right fix 😉 Put it on the cold side and pump it up to match the static pressure in your system (60psi).
