Hello: I’d start by putting a 0-200 psi pressure gauge on the heater’s drain valve. Pressure with no use should be under 80 psi; 40 – 50 is better. When the heater fires up, watch that gauge. It should not rise. If it does, you probably have a pressure reducer, check valve, back-flow preventer or some other thing in the line that prevents back-flow. Do let us know what you find. 😎
