I am surprised that the stated models assume only 75% volume availability for both electric and gas WHs. I understand electric: water below the lower element is not heated. But a standard gas WH has the flame under the tank so the entire volume is heated. But worst case an amount of cold water can be added to the gas WH before it fires again. This might be the 25% that is discounted.
