Larry, Ok I got out my meter. I hit the red reset button and then power came on to the bottom element – 230v AC. Then I shut off power and disconnected one wire from the lower element. I got about 15 ohms. I checked one terminal to ground and then the other, infinite resistance in both cases.

Now I got to tell you something, this water heater was abused by hurricane Irene and the bottom element was under water with power on. Yes, it smells burnt in that compartment and there is soot on the bottom of the compartment. There’s also a good bit of rust on the clip holding the lower thermostat. Trying to attach a photo.

I’m hoping I can save it! Thanks, Rick
