Depending on the rate of pressure increase in the water heater, the discharge from the TPR valve can be vigorous and substantial. It could easily splash the surrounding area, depending on the distance from the bottom of the discharge tube to the hole.
Where does this floor hole lead to? A lower floor or crawl space? A concrete slab? It would be good to know if it really is a drain.
