If, with water pressure on, all you get is a drip, it means your drain valve is probably clogged with sediment. The whole point of using a ball valve is that it has a straight path, meaning you can jam a long screwdriver, or other metal object, through it and open the passage. I’d do that with the water pressure off, then close the valve, hook up the hose, turn on the pressure and let ‘er rip. It’s not impossible that you might have to do this several times to clear sediment buildup if there is a lot.
