You don’t say if NO water is coming out. If water flows, but it’s not hot, then one question is: is this an electric and did you turn it on before you filled it? That would fry the heating elements.
If no water is coming out, then think that maybe the shutoff valve broke in the shut off position. Another possibility is blockage between the water heater and faucet.
