I double checked, there is no obstruction on the input or output side of the water supply. Some water comes out when I open the T&P valve. There is definitely some water in the tank, but the tank is so very light that it clearly is not even 1/2 full. I turned on the input and output water valves again. Water flowed for about 30 seconds, then stopped. Here is a step by step of what I did on the original installation.
After making all the connections to the water heater, I opened the hot water facet furthest away from the water heater. Cold water was coming out of the facet. Then I opened the cold water valve to the hot water heater. The water flowed in for maybe 3 minutes, then started leaking out of the input and output connections at the water heater. Turned off the water, tightened the connections and restarted the cold water. After another 5 to 7 minutes, the water stopped flowing into the water tank, I started the auto ignite and it burned for about 5 minutes, then stopped and the P&T valve opened and water started coming out. The compressed air exceeded the allowable pressure. When wiggling the tank, it did not seem very full of water. So I started trying to figure out the problem of the water pressure coming in from the hot water side. That is where it stands today.
