The powered anode will not be affected by the low pH and will be a perfect replacement for the sacrificial anode. The Water Heater Anode was original developed for the Air Force for this exact application. There was an Air Force base is Washington state that had low pH water and they were replacing water heaters every few years and they were having to replace the sacrificial anodes in less than a year, a maintenance nightmare.
The Water Heater Anode will not increase the pH so the rest of his system will not be helped, but it will protect his water heater.
