You’re describing a normal anode, possibly an aluminum one. Anodes start out nice and smooth, and as soon as they are exposed to water, that changes and before long, they’re totally disgusting-looking. But it’s the normal process. Don’t try to clean off the gunk. That just shortens the anode’s life.
