Hello: unless there is an actual red light by the drain valve that is lighting up, it sounds like there is a loose connection that’s arcing, making the sizzling noise and light. Leave the power off! It’s 240 volts and can be very dangerous in the wrong hands. You need someone to remove that cover and check things out with a meter, … perhaps even send a photo here so we can have a look.

If you somehow drained water from the heater while working on the sink, it could have damaged the heater if power wasn’t turned off. This doesn’t sound likely from what you’ve said, so it may just be coincidence. Does your landlord have a second in command? This is an inconvenient and possibly unsafe situation that needs to be looked at by someone with experience in electricity. Do let us know how it goes.
