Lingo> Dead Leg
More Lingo:

A dead leg is a length of pipe that water doesn't move through, like a line running to a faucet that got moved ... so the line simply got capped off at the old faucet. This leaves piping hooked up to the plumbing that has no flow, so there is a concern with bacteria growing in it.
